Harbour control

Every electric bike arrives by boat. This is where the number of bikes on the island is actually decided.

Used at the landing point. A permit is single use and is consumed when it is scanned.

Landing

1. Owner applies before the bike is shipped, declaring make, model, motor rating and battery.
2. The system checks it against the 250 W and 25 km/h ceiling, and against the remaining quota.
3. An approved permit is valid for thirty days and may be used once.
4. Harbour staff scan it at the landing. No permit, no landing.
5. The permit becomes a draft registration, so the owner arrives half registered.

Departure

A bike leaving for good is scanned out. That releases its place in the quota and closes the licence. Without a departure record the register fills up with bikes that are no longer here, and the cap stops meaning anything within two seasons.
